In this job, you will manage a team to develop policy positions and develop detailed market designs with respect to wholesale energy markets, GHG emissions markets and power grid reliability. The team will also develop procurement policy to address resource adequacy and other procurement-related issues critical to supporting the reliability of the power grid during future summer seasons. You will have an opportunity to develop policy, develop designs, and coordinate advocacy and implementation of strategies to integrate zero-carbon resources, energy storage, distributed resources, electric vehicles and smart-grid and other emerging technologies within SCE's system and California's electric grid. You will review developments in electricity and emission markets within California, the United States and elsewhere to determine best practices and to develop new and innovative designs to address the rapidly evolving electricity market framework. You will oversee SCE's engagement in regional organized market expansion within the Western United States. The Principal Manager will work with internal stakeholders including policy development with executives, regulatory affairs advocates, power procurement, law, and customer service; as well as interface with and frequently lead engagement strategies for external agencies including the California Independent System Operator, the California Public Utilities Commission (CPUC) , and the Federal Energy Regulatory Commission (FERC). You will oversee the preparation of related regulatory filings, and represent SCE in various regulatory forums. • Manage and oversee the activities of a team focusing on electric market evolution, procurement policy, and the evolution of the electric grid to operate reliably on renewable energy and new technologies, and to support increased electrification of transportation, buildings, and industry.--
• Manage engagement and develop policy and technical positions for a variety of regulatory proceedings and stakeholder processes related to electric market evolution, power procurement rules and policies, and the integration of new grid technologies. You will evaluate alternative proposals and proposed polices and develop responses.
• Work with internal stakeholders, including management and executives, to develop policy positions for SCE; work with external stakeholders to develop alliances; develop and implement advocacy strategies for agencies and regulators.
• Represent SCE's positions in conjunction with regulatory affairs advocates in various internal and external forums including both written and oral presentations.
• Work with the SCE's legal department and regulatory affairs advocates to draft file pleadings with the applicable regulatory authority to represent SCEs position; serve as an expert witness.
  Qualifications The essentials
  • Ten years of combined experience in economic analysis, engineering, legal, policy development or other related discipline directly applicable to regulated utilities, electricity and/or emission markets.
  • Seven years of management experience-- The preferred--
    • A Master's degree or higher in Economics, Engineering, Business, Law, or other related discipline applied directly to electricity, procurement and emission markets.
    • Experience in energy commodities markets and state resource adequacy or procurement issues.
    • Experience in regulatory and/or legislative processes, including regulated utilities.
    • Experience in the operation of electrical systems.
    • Proven experience working with internal and external clients to reach consensus on issues.
    • Excellent written and verbal communication skills.
    • Demonstrated business writing ability including making persuasive arguments. You should know
