In this job, youll lead a team of subject matter experts who are responsible for supporting the contract origination processes which include competitive solicitations (RFx), sole source/directed contracts and Co Fund Agreements. Supporting contract management processes e.g., change orders, consultant work authorizations (CWAs), and contract close out processes. This team must provide essential and effective contract origination and management support to CP&S division employees and serve as liaison between SCEs Supply Management, Legal, Regulatory, IT/Cybersecurity and when required CPUC/Energy Division staff. The manager will foster a culture of Operational Excellence by helping staff develop and grow skills, while reducing inefficiencies and increasing quality, meeting partner expectations, delivering work as promised with high quality, having regular meetings with collaborators, through documented policies and procedures as well as continued process improvement.As a Manager , your work will help power our planet, reduce carbon emissions and create cleaner air for everyone.   • Responsible to ensure a standardized contracting process e.g., competitive solicitations and directed sole/source processes to contract issuance and provide support that will enable a transparent, fair & equitable contracting process in compliance with SOX, regulatory and CPUC guidelines.
  • Basic contracting knowledge and experience developing scopes of work for competitive solicitations and sole source/ direct award contracts.
  • The ability to problem solve and apply critical thinking skills in order to resolve complex contracting issues.
  • The ability to lead cross functional teams in order to facilitate desired outcomes.
  • Leads a small to medium staff focused on a specific technical discipline.
  • Develops short- and mid-term business plans specific to contracting activities for the organization and contributes to the development of departmental business plans.
  • Weekly contact with all levels of management within Customer Programs & Services.
  • Handles workflow, departmental issues, allocating financial/employee resources, and daily transactions in addition to meeting internal controls and compliance requirements for QC and compliance, creates and maintains division policies and procedures and provides information as well as responds to CPUC Data Request.
  • Ensures quality controls through standardized documentation, process, and creating process flows, and adhering to corporate contracting requirements.QualificationsThe essentials
    • Five (5) or more years of people management, contract management, leading cross functional teams or project management experience.
    • Experience with project management techniques to establish and maintain budget, schedule, scope, and quality; develop implementation, risk management and communication plans for complex, high profile, multi-disciplinary projects.The preferred
      • Bachelors Degree (or higher) in Business, Management, Finance or other related field.
      • Experience interfacing and/or collaborating with clients, direct reports, peers and senior/executive leaders.
      • Ability to achieve results through others by prioritizing activities, delegating, and monitoring the progress of assignments, and holding employees accountable for results.
      • Excellent oral and written communication skills, and be customer focused, to understand and appropriately respond to internal and external customers needs and facilitate the presentation of recommendations.
      • Excellent critical thinking skills to guide demand response program development in the midst of a changing regulatory and political environment.
      • Proficient in Microsoft Word, Excel, PowerPoint, Project, and Visio.
      • Ability to integrate work across relevant areas, develop the business and services to enhance customer satisfaction and productivity, manage risks and safety appropriately, develop and execute business plans, manage information, and provide exceptional service to internal and external customers.
      • Strong ethics, influence and negotiation, leadership, interpersonal skills, and the ability to effectively manage stress and engage in continuous learning.You should know
        • Work Mode: When a return-to-office date has been determined, this positions work mode is hybrid. The employee will report to an SCE facility for a set number of days with the option to work remotely on the remaining days.
